Your Opportunity
The Resident Engineer / Programme Manager will act as the Employer’s senior representative and lead the Next Generation ATM Programme, providing comprehensive program leadership, governance, and coordination to ensure successful delivery of an integrated ATM “System of Systems.”
The role involves overseeing all project phases, managing multidisciplinary teams, ensuring contractual and regulatory compliance, and maintaining strong stakeholder engagement within ICAO and GCAA frameworks. This position is critical for delivering the modernization of ATM platforms and ensuring operational readiness across complex airport environments.
Key Accountabilities
Program Leadership & Governance

Act as the primary Programme Management representative on behalf of the Employer.

Establish, implement, and manage the program governance structure.

Lead Steering Committee meetings and program review boards.

Ensure alignment between operational, technical, contractual, and regulatory objectives.

Provide strategic oversight for all program phases including design, implementation, testing, transition, and operational acceptance.
Program Delivery Management

Manage and oversee the replacement and modernization of the ATM platform and associated subsystems.

Monitor contractor performance against approved baselines, milestones, KPIs, and contractual obligations.

Coordinate multidisciplinary teams including ATM, CNS, Safety, Cybersecurity, Human Factors, and Operational stakeholders.

Ensure integrated delivery across all program workstreams.
Contract & Commercial Oversight

Review program deliverables, milestone achievements, and contractual compliance.

Provide formal recommendations for milestone acceptance and Taking Over Certificates (TOC).

Review and evaluate contractor claims, change requests, variations, and recovery plans.

Support program commercial and contractual governance.
Risk & Stakeholder Management

Lead program risk management and escalation activities.

Ensure critical risks and issues are identified, mitigated, and escalated appropriately.

Maintain engagement with GCAA, operational stakeholders, contractors, consultants, and suppliers.

Coordinate executive reporting and decision-making processes.
Reporting & Controls

Approve and oversee the Programme Management Plan (PMP), Integrated Master Schedule (IMS), and program dashboards.

Ensure program controls are maintained across schedule, cost, quality, safety, and scope.

Provide executive-level reporting to Employer management.
Specific Requirements
Required Qualifications
-
Bachelor’s degree in engineering, Air Traffic Management, Aviation Management, or related discipline.

PMP or PgMP Certification mandatory.

Master’s Degree preferred.
Required Experience
-
Minimum 15 years’ experience in ATM/CNS or aviation infrastructure projects.

Minimum 10 years in senior program or project management roles.
-
Proven experience managing large-scale ATM modernization programs.

Extensive experience in brownfield operational airport environments.

Demonstrated experience with multi-vendor ATM system integration projects.

Strong understanding of GCAA, ICAO, and international ATM regulatory frameworks.
