Your Opportunity  

The Safety & Regulatory Compliance SME will provide senior subject-matter expertise, governance, and technical leadership over aviation safety and regulatory compliance activities across the ATM modernization program, ensuring that all systems, operational changes, transition activities, and program deliverables comply with applicable aviation safety standards, regulatory frameworks, operational approval requirements, and authority expectations.

 

The role is responsible for managing the safety assurance lifecycle, regulatory coordination, compliance monitoring, operational approval support, and safety governance activities associated with the implementation, integration, testing, transition, and operational acceptance of mission-critical ATM/CNS systems within a live operational airport environment.

 

Key Accountabilities

Safety Assurance & Regulatory Leadership

  • Lead safety and regulatory compliance advisory activities across all program phases including design, implementation, testing, operational readiness, transition, and final operational acceptance.

  • Provide expert interpretation and application of applicable aviation regulations, ICAO Standards and Recommended Practices (SARPs), GCAA requirements, safety management system obligations, operational approval requirements, and certification expectations.

  • Ensure all program activities are aligned with applicable aviation safety standards, operational risk controls, and regulatory approval conditions.

 

Safety Case & Compliance Management

  • Develop, review, coordinate, and maintain:

    • Safety Cases

    • Compliance Matrices

    • Regulatory Evidence Packs

    • Hazard Logs

    • Risk Assessments

    • Safety Assurance Reports

    • Audit Responses

    • Operational Approval Documentation

  • Lead Hazard Identification (HAZID) workshops and safety assessments associated with operational and technical changes.

  • Ensure safety assurance activities are integrated with program governance, systems engineering, testing, ORAT, and operational transition activities.

  • Verify traceability between operational requirements, safety requirements, mitigations, and approval evidence.

 

Regulatory Coordination & Authority Engagement

  • Support the preparation and submission of GCAA AMC-25 Technical and Operational approval applications and associated regulatory documentation.

  • Lead engagement and coordination with:

    • GCAA

    • Operational stakeholders

    • Engineering teams

    • Suppliers and contractors

    • Consultants and external parties

      on all safety and compliance-related matters.

  • Coordinate and support regulatory reviews, inspections, audits, and operational readiness demonstrations.

  • Ensure program readiness for authority audits, inspections, and operational certification activities.

 

Compliance Monitoring & Risk Management

  • Identify regulatory gaps, compliance risks, operational approval risks, and safety hazards throughout the program lifecycle.

  • Recommend mitigation plans, corrective actions, and operational safeguards to reduce program exposure.

  • Provide expert review of:

    • Operational concepts (CONOPS)

    • Procedures

    • System changes

    • Test evidence

    • Training materials

    • Operational readiness deliverables

      from a safety and regulatory compliance perspective.

  • Monitor contractor and supplier compliance with program safety and regulatory obligations.

 

Operational Readiness & Governance Support

  • Support ORAT, operational trials, transition activities, and operational acceptance from a safety assurance perspective.

  • Advise senior leadership and program governance forums on:

    • Go / No-Go readiness

    • Compliance exposure

    • Safety-critical decisions

    • Operational acceptance recommendations

    • Risk acceptance considerations

  • Promote safety culture, regulatory discipline, and continuous improvement across program delivery and operational environments.

 

Decision-Making Authority

  • Provide expert recommendations regarding safety and regulatory compliance acceptability.

  • Recommend approval, rejection, or additional mitigation measures for safety deliverables, compliance evidence, operational changes, and regulatory submissions.

  • Escalate material safety, operational, or compliance risks that may impact program approval, transition, operational launch, or continued operations.

  • Support program governance bodies with independent safety and compliance assurance recommendations.

 

Specific Requirements

Required Qualifications

  • Bachelor’s Degree in:

    • Aviation Safety

    • Aerospace Engineering

    • Aeronautical Engineering

    • Safety Management

    • Electrical/ Electronics Engineering

    • ATM/CNS Engineering

    • or related discipline.

  • Professional certification or formal training in:

    • Aviation Safety Management Systems (SMS)

    • Regulatory Compliance

    • Safety Auditing

    • Risk Management

    • Accident/Incident Investigation

    • or equivalent aviation safety disciplines is highly desirable.

 

Required Experience

  • Minimum 10–15 years of experience in Aviation Safety, Regulatory Compliance, Operational Assurance, Air Navigation Services, ATM/CNS environments, Airport operations, Safety-critical transportation systems.

  • Strong experience with:

    • Aviation regulators

    • Safety Management Systems (SMS)

    • Compliance monitoring

    • Safety assurance

    • Audits and inspections

    • Operational approvals

    • Certification processes.

  • Proven experience supporting ATM modernization, airport operational transition, CNS/ATM integration, or major aviation infrastructure programs.

  • Experience advising senior stakeholders and executive leadership on safety and regulatory risk matters.

  • Strong familiarity with ICAO Annexes, PANS-ATM, GCAA regulations, AMC processes, and operational certification frameworks.
