Your Opportunity
The Health & Safety Manager (Advisory/Consultancy) is responsible for establishing, governing, and continuously improving the Health & Safety framework across the Asset & Facilities Management Office. The role ensures that all FM operations, asset lifecycle activities, contractors, and service providers comply with local regulations, international standards, and client safety objectives, while fostering a strong safety culture and a risk‑based approach to decision‑making. This is a strategic, assurance‑focused position rather than an operational safety officer role.
The ideal candidate should demonstrate strong strategic thinking and a governance‑focused mindset, coupled with exceptional stakeholder management and advisory capabilities. They must be adept at risk‑based decision‑making and bring solid expertise in audit, assurance, and compliance. Clear, executive‑level communication is essential, along with the ability to influence outcomes and drive change without relying on direct authority.
This role is part of our +impact Advisory team based in Jeddah/Makkah, Kingdom of Saudi Arabia.
Key Accountabilities
Health & Safety Governance & Strategy

Establish and implement the AFMO Health & Safety governance framework, policies, and procedures.

Align H&S strategy with asset management objectives, service delivery models, and organizational risk appetite.

Ensure compliance with ISO 45001, ISO 55001 (asset management), and applicable local H&S regulations.

Define H&S roles, responsibilities, and accountability across owners, operators, FM service providers, and contractors.
Risk Management & Assurance

Lead H&S risk assessments across the asset lifecycle (design, handover, operations, maintenance, decommissioning).

Review and approve method statements, risk assessments (MSRA), permits to work, and safe systems of work for FM activities.

Establish H&S assurance mechanisms, including audits, inspections, and performance reviews.

Advise senior stakeholders on high-risk assets, critical activities, and emerging safety risks.
Contractor & Service Provider Oversight

Define H&S requirements and KPIs within FM contracts and service level agreements (SLAs).

Conduct H&S capability assessments for FM operators, maintenance contractors, and specialist service providers.

Monitor contractor compliance and lead corrective action plans for non-conformance.

Support procurement teams with H&S input during tendering and contract award stages.
Incident Management & Continuous Improvement

Oversee incident reporting, investigation, root cause analysis, and corrective/preventive actions.

Establish lessons-learned processes and ensure systemic improvements are implemented across the portfolio.

Track trends, leading/lagging indicators, and drive continuous improvement initiatives.
Performance Monitoring & Reporting

Define and monitor H&S KPIs, dashboards, and reporting frameworks for executive and governance committees.

Prepare periodic H&S performance reports for senior management and regulatory stakeholders.

Support digital enablement initiatives (e.g. CAFM, EAM, Maximo) to embed H&S controls and reporting.
Culture, Training & Advisory Support

Promote a strong safety culture across AFMO, operators, and service providers.

Define H&S training requirements and competency frameworks aligned with asset and FM risk profiles.

Act as a trusted advisor to asset owners, FM leadership, and project teams on H&S matters.
Specific Requirements
-
Bachelor’s degree in Health & Safety, Engineering, Facilities Management, or related discipline.
-
Professional H&S qualification (e.g. NEBOSH IGC / Diploma, or equivalent).

Minimum 10-15 years’ experience in H&S roles within FM, infrastructure, utilities, transport, healthcare, or large asset portfolios.

Demonstrated experience in governance, assurance, and advisory roles (not purely site-based).

Strong knowledge of ISO 45001 and regulatory H&S frameworks.

Experience establishing H&S frameworks for new AFMO or FM operating models.

Exposure to PPP, PFI, or government-owned asset portfolios.

Experience integrating H&S into asset management systems (EAM/CAFM).

Consultancy background with demonstrated experience delivering advisory, assurance, or transformation engagements; experience with a Tier‑1 / Big 4 consulting firm preferred.
