Your Opportunity
The QHSE Manager will lead and implement a robust Quality Assurance, Quality Control, and Health, Safety & Environmental (HSE) framework for the client, to support the establishment of the Asset & Facility Management Office (AFMO) target operating model. The QHSE Manager will also ensure that all deliverables, operational procedures, and handover activities meet defined quality standards and safety regulations.
The ideal candidate should have strong attention to detail and process orientation. An individual with analytical mindset and problem-solving ability, excellent communication and reporting skills and has the ability to work across multi-disciplinary teams and contractors
This role is part of our +impact team at Makkah and Madinah in the Kingdom of Saudi Arabia.
Key Accountabilities
Quality Assurance & Control

Develop and implement the project-specific QA/QC Plan covering all AFMO establishment and asset handover activities.

Define inspection and test procedures (ITPs) for reviews of handover packages, asset data, T&C documentation, and SOPs.

Conduct periodic quality audits on project documentation, data inputs, FM/AM deliverables, and physical site readiness.

Ensure asset acceptance criteria and quality gates are met before operational handover.
Health, Safety & Environmental Management

Develop HSE Management Plan tailored for the client.

Monitor compliance with site safety procedures during inspections, walkthroughs, and stakeholder engagements.

Promote a proactive safety culture across the team and support capacity-building initiatives.
Risk Management

Identify and monitor risks related to quality, safety, and compliance throughout the AFMO setup and handover process.

Develop mitigation plans for technical and operational risks identified during inspections or document reviews.

Support the Project Manager in integrating QA/QC and HSE risk actions into the overall project risk register.
Stakeholder Coordination

Participate in joint inspections, T&C walkthroughs, and operational readiness assessments.

Provide regular reporting on quality and HSE performance to the Project Manager and client stakeholders.
Documentation & Reporting

Maintain QA/QC and HSE registers, including checklists, audit reports, incident logs, and compliance records.

Provide input to project progress reports on quality and safety KPIs.

Contribute to knowledge transfer by developing QA/QC and HSE lessons learned and best practice documents.
Specific Requirements
-
Bachelor’s degree in Engineering, Facilities Management, or a related field (HSE certification preferred).

Minimum 10 years of experience in QA/QC and HSE roles, ideally within asset management, facilities management, or infrastructure handover projects.

Certifications iPn quality (e.g., ISO 9001 Lead Auditor) and safety (e.g., NEBOSH, IOSH, OSHA) are mandatory.

Experience with O&M readiness projects, T&C inspections, and asset handover documentation review.

Familiarity with international standards (ISO 9001, ISO 45001, ISO 41001) and relevant KSA regulatory frameworks.

Sound knowledge of QA/QC and HSE standards and tools

Certified Lean Six Sigma Yellow / Green / Black Belt preferred.
