Serco is looking for a Building Officer to manage and develop building operations including workforce to enable the safe, efficient and effective delivery of the Building maintenance, minor works, capital and asset replacement on all aspects of building fabric and components within the Norfolk and Norwich University Hospital.
Main Accountabilities:
• To manage and develop Building Estate Policies and Procedures
• To hold Authorised Person Status in at least one discipline
• To organise and coordinate critical maintenance repairs, prepare and agree programme of works, arrange shutdowns, which will involve liaison and coordination with multiple trades, contractors and Trust staff
• To carry out high level maintenance, repair, commissioning to a wide range of building fabric, Services or Equipment
• To interpret Statutory, Mandatory and Best Practice documentation and implement compliant procedures (BS, HBNs etc)
• To ensure that all work is carried out in accordance with all relevant Serco Policies & Procedures, Workplace Regulations and Best Practice Guidelines (BS, HBNs etc)
• To manage, develop and review Health & Safety systems, work instructions and working practices
• To actively participate in the operation and development of the Computerised Asset & Labour Control System
• Compile asset conditional appraisal and provide detail asset history for replacement and renewal as part of PFI life cycle programme
• Prepare and issue specifications and provide tender/quotations for minor works, life cycle and capital schemes for technical and budget approval.
• To take part in various Estates Audits and action plans to ensure continued compliance
• To ensure that Estates Staff are adequately trained for required tasks
• To monitor working standards of Estates Staff
• Manage all building staff for performance, attendance and development
• Assist in Procurement of parts and materials and ensure innovation and progression to industry standards is maintained
• To issue Permits to Work to, and monitor the work of Subcontractors
• To manage Subcontractors for quality, value for money and delivery on Minor, Capital and Asset replacement schemes
• To always work in a safe and responsible manner with full regard for own and other’s safety
• To be prepared to attend work or work beyond expected finishing time in exceptional circumstances
• To be prepared to carry out Technician’s and Craftsperson’s duties in the event of certain maintenance shutdowns, emergencies and business needs
• To attend on-site and off-site training as required
• To be aware of how the Building Officer’s Role influences Serco’s Norfolk & Norwich Contract and the wider company objectives
• Ensuring Maintenance and Installation tasks are carried out within time constraints. Ensuring efficiency in all aspects of service provision. Managing the workflow and Workforce in fluctuating circumstances
What you will need to do the role:
• Completion of a recognised appropriate Building Trade Apprenticeship or other relevant structured Training Program
• Appropriate City & Guilds and or NVQ qualification
• BTEC ONC or equivalent qualification in building studies
• Proven experience of working in a similar environment
• Knowledge and understanding of Building Services
• Good People management skills
• Good communication and customer service skills
• Computer literacy – Word, Excel, access, project and AUTOCAD
