Estates Compliance Officer (Part-Time)

Harplands Hospital, Stoke-on-Trent (Hybrid working available)

Salary - £30,000 - £35,000 depending on experience, plus Serco benefits

Working Pattern:
3 days per week (flexible working considered)

 

Job Purpose

We are seeking a technically skilled and detail-oriented professional to support the collection, analysis, and reporting of CAFM (Computer-Aided Facilities Management) data, and to initiate preparations for the PFI (Private Finance Initiative) contract handback scheduled in five years. This role is critical in ensuring data integrity, compliance, and readiness for a smooth transition at contract end.


Key Responsibilities

  • CAFM Data Management
    • Gather, validate, and maintain accurate CAFM data across all relevant systems.
    • Identify gaps and inconsistencies in asset data and work with stakeholders to resolve them.
    • Ensure alignment with lifecycle and contractual obligations.
  • Reporting & Analysis
    • Develop and maintain regular reports on asset performance, lifecycle status, and compliance.
    • Provide insights and recommendations based on data trends and findings.
    • Support internal and external audits with accurate and timely data.
  • PFI Handback Preparation
    • Assist in the development of a structured handback plan, including asset verification and condition assessments.
    • Collaborate with operational teams to ensure documentation and data meet contractual handback requirements.
    • Track progress against key milestones and escalate risks or issues.
  • Stakeholder Engagement
    • Liaise with FM teams, contractors, and technical consultants to ensure data accuracy and readiness.
    • Support the Contract Manager and wider team with technical input and reporting.

Skills & Experience Required

  • Strong technical background in facilities management, engineering, or data analysis.
  • Experience working with CAFM systems (e.g., Concept, Maximo, or similar).
  • Proficient in Excel and data visualization/reporting tools.
  • Understanding of PFI contracts and lifecycle asset management is highly desirable.
  • Excellent attention to detail and problem-solving skills.
  • Strong communication and stakeholder management abilities.

Desirable Qualifications

  • Degree or equivalent qualification in Engineering, Facilities Management, or Data Analytics.
  • Experience in PFI environments or public sector FM contracts.
