Reporting directly to the Head of Estates, this pivotal position will lead the planning and delivery of complex projects, ensuring robust systems are in place for control, monitoring, and prioritisation in alignment with our business strategy.

 

As a core member of the Management Team, you’ll oversee a diverse portfolio of large-scale projects, from concept through to completion, ensuring compliance with CDM2015 legislation and the RIBA Plan of Work. Your expertise will be critical in managing interdependencies, driving governance, and mentoring a talented project team to continuously enhance capability.

Main Accountabilities:

 

The Lifecycle and Projects Lead role will be accountable for all the project team ’s activities. These include programme monitoring and scrutiny, establishing and maintaining robust programme management process (including reporting), supporting key governance forums, facilitating the resolution of strategic issues and interdependencies, and providing flexible, targeted delivery support to the Project Managers to help them deliver their priorities. The post holder will be expected to challenge / review and support managers and be able to influence senior colleagues within the contract and stakeholders that are not line managed by this post.

 

Customer & Stakeholder Engagement

 

  • Act as a key liaison for customers and stakeholders, ensuring their views are incorporated throughout project stages
  • Provide clear communication on project progress, processes, and decisions, using strong influencing skills to manage change and overcome barriers
  • Prepare and present documentation, reports, and data analysis for governance forums, including Customer Board and SMT meetings
  • Work collaboratively with stakeholders to navigate approval processes efficiently and remove obstacles

 

Operational Excellence

 

  • Serve as the contract’s centre of expertise for project and programme management, ensuring compliance with CDM2015, RIBA Plan of Work, and Serco governance.
  • Deliver robust reporting on risks, variances, and critical milestones, and manage change control processes effectively
  • Oversee contractor compliance, including RAMS, qualifications, and permits, and ensure technical work is signed off by Approved Persons
  • Define and manage programme-wide risk logs, interdependencies, and provide benchmarking and data analysis to support planning

 

People & Leadership

 

  • Lead and develop the project team, ensuring effective resource allocation, performance reviews, and mandatory training compliance
  • Foster strong partnerships across Serco and maintain effective communication strategies to engage stakeholders and staff
  • Support recruitment, disciplinary processes, and organisational planning to meet objective

 

Financial Management

 

  • Own and manage project and programme budgets, ensuring accurate tracking, forecasting, and reporting
  • Lead financial reconciliation processes and ensure projects deliver benefits without impacting operational performance
  • Guide sponsors through approval processes and oversee benefit realisation throughout the programme lifecycle

 

What you’ll need to do the role:

 

  • Full driving licence
  • Able to pass PGV Clearance
  • Previous experience in healthcare project covering a regional role/ multi sites
  • Significant experience of large and complex project management involving technical and business change, sufficient to demonstrate a credible track record
  • Track record of people and performance management and development
  • Time management and work planning
  • Project Management methodologies (Serco and Client)
  • IT Life cycle methodologies (Serco and Client)
  • Management, reporting and mitigation of departmental, programme and project risks and issues
  • Stakeholder Management
  • Effective leadership and communication skills both written and verbal
  • Budget management and evaluation
  • Project Change Management
  • Experienced in working in a flexibly resource environment, and able to deal with a possible complex mix of internal and external resource dependencies
  • Experienced with an outsourced technology / resource environment
  • Experience of project management including budget management over a wide range of values.
  • Experience and demonstrable skills in financial management
  • Evidence of continuing professional development CPD
  • Experience of documentation and associated protocols necessary for managing the contract process
  • Requirement to travel and work throughout the geographical area served by the Serco HBSS contract as and when required

 

Desirable 

 

  • Relevant degree Hard FM qualifications
  • Prince2 qualifications
