We are seeking an experienced professional to lead and manage the strategic planning, coordination, and delivery of activities associated with the expiry of the Private Finance Initiative (PFI) contract for our hospitals. This pivotal role ensures compliance with contractual obligations, safeguards organisational interests, and secures a seamless transition to post-PFI arrangements—all while maintaining continuity of patient care and operational services.

Your expertise will contribute to the financial success and ongoing growth of the services provided under the Serco contract, ensuring operational excellence and compliance at every stage.

Main Accountabilities:
Strategic Leadership
- Develop and implement the PFI Expiry strategy aligned with NHS Scotland guidance and local objectives
- Act as the senior point of contact for all matters relating to PFI expiry, engaging with internal stakeholders, contractors, and external advisors
Contractual Compliance & Risk Management
- Interpret and apply PFI contract terms to ensure compliance during the Expiry process
- Identify, assess, and mitigate risks associated with asset condition, lifecycle obligations, and service continuity
- Oversee dispute resolution and negotiation where required
Technical & Operational Oversight
- Oversee the delivery of asset condition
- survey outputs and ensure maintenance works are completed to contractual standards

- Coordinate technical due diligence and validation of contractor obligations
- Ensure estates, facilities, and clinical teams are prepared for operational changes post-expiry.
Stakeholder Engagement & Governance
- Chair Expiry working groups and report progress to senior leadership and governance boards. Liaise with all external parties associated with Expiry; Scottish Government, NHS boards, legal advisors, and auditors to ensure transparency and compliance
- Financial & Commercial Management
- Monitor financial implications of Expiry activities, including residual value assessments and settlement agreements
- Support development of future operating models and procurement strategies for post -PFI service delivery
What you’ll need to do the role:
- Full driving licence
- Able to pass PGV Clearance
- Strong understanding of PFI contractual frameworks and expiry processes
- Significant experience in estates/facilities management within healthcare or large-scale infrastructure
- Experience in stakeholder engagement at senior levels
- In-depth knowledge of PFI contracts, lifecycle obligations, and asset management
- Strong commercial and financial acumen
- Excellent negotiation and conflict resolution skills
- Ability to interpret technical reports and legal documentation
- Competent in risk management and compliance assurance
- Strategic thinker with strong analytical capability
- Resilient and adaptable under pressure
Desirable:
- Degree in Estates Management, Facilities Management, Engineering, or related discipline.
- Professional membership (e.g., MRICS, MCIOB, IWFM)
- Project management certification (e.g., PRINCE2, APM)
- Proven track record of managing complex project delivery, contractual transitions or Expiry projects
- Previous involvement in PFI expiry or similar contractual Expiry in the public sector.
- Experience of working within NHS Scotland governance frameworks.
- Highly organised with attention to detail
- Strong communicator and influencer across multiple stakeholder groups
- Commitment to NHS values and patient-centred service delivery
