VIVO is seeking an experienced and technically capable Billable Works Manager to oversee and deliver a range of minor works projects—typically valued at under 25k—across Defence establishments. This pivotal role combines technical expertise, project management, and customer engagement to ensure the timely, compliant, and cost-effective delivery of works that support the operational readiness of the MOD estate.

 

 

The Role

Reporting to the Line Manager, the Billable Works Manager will take ownership of all aspects of project delivery, from initial scoping through to completion. You will ensure that all works are executed in full compliance with JSP 375 and other relevant statutory and Defence regulations, acting as Temporary Works Coordinator and fulfilling the duties of CDM Principal Designer/Principal Contractor as required. The role demands strong technical knowledge and the ability to provide expert advice to both Defence Infrastructure Organisation (DIO) and Heads of Establishment (HoE) representatives.

 

You will play a key role in identifying opportunities to improve energy efficiency and sustainability across the estate, initiating new works through the preparation of Statements of Need (SONs) and managing F-Gas and waste compliance. Your technical and environmental awareness will be critical to supporting Defence sustainability objectives and ensuring all works contribute to a more resilient, efficient, and compliant estate.

 

Customer engagement is central to the success of this position. You will act as the single point of contact (SPOC) for end users, supporting the Line Manager in providing responsive, customer-focused solutions to operational challenges. This includes ensuring a clear understanding of the Head of Establishment’s priorities and the operational role of the site, allowing you to tailor works programmes that directly support unit outputs and mission readiness. You will also manage the resolution of customer complaints and ensure all issues are addressed promptly and professionally.

 

 

What You'll Bring

The ideal candidate will bring proven experience in project delivery and hard services facilities management (planned and reactive maintenance) within the MOD or a similarly regulated environment, with a solid understanding of CDM regulations, asbestos management, and energy performance standards. You will hold an ONC/BTEC qualification in a relevant electrical or mechanical engineering discipline (or possess equivalent experiential expertise), supported by technical training in areas such as Asbestos Awareness, Legionella Control, Fire Safety, and Emergency First Aid.

 

A strong commitment to safety, quality, and compliance is essential. You will be expected to apply and promote safe systems of work across all project activities, ensuring adherence to statutory and company policies while fostering a culture of proactive risk management.

 

Excellent relationship management skills are essential for success in this role. You will work collaboratively with internal teams, service partners, and external stakeholders, providing clear technical guidance and fostering a cooperative, solution-oriented environment. The ability to manage contractors, mentor junior staff, and promote consistent standards of excellence across the team will be key.

 

You will also demonstrate strong organisational skills, with the ability to manage multiple projects concurrently and deliver results within tight timeframes. A good working knowledge of CAFM systems and Microsoft Office applications will be advantageous, as will an understanding of energy reduction methods and sustainability initiatives.

full UK driving licence is required, and flexibility to travel across Defence establishments is expected. You will also be required to pass SC Clearance as a condition of your employment.
