The Billable Works Manager will be responsible for the professional delivery of projects, acting as the Billable Works Service Manager to ensure all works are completed on time, to specification, and in full compliance with statutory, mandatory, and contractual requirements. Central to the role is the effective management of the Supply Chain, ensuring consistently high performance against key indicators, while maintaining strong stakeholder relationships across Defence Infrastructure Organisation (DIO), end users, and on-site representatives. This role demands the ability to balance operational leadership with technical oversight, ensuring VIVO’s contractual obligations are met and exceeded.

 

A key responsibility will be supporting end users in the development of new work requirements, including preparing formal Additional Works project submissions. You will provide proactive leadership that fosters a culture of safety, accountability, and continuous improvement, driving performance across teams and supply partners while ensuring value for money. As the single point of contact (SPOC) for end users, you will play a crucial role in resolving issues quickly and effectively, offering professional and technical advice where required and ensuring excellent customer satisfaction.

 

This role requires significant experience in managing site operations within construction, property maintenance, or a related field. You will be expected to plan, direct, and control activities, agree scope and priorities of works, and apply proactive performance management techniques to deliver results. A strong understanding of Safe Systems of Work is essential, alongside the ability to provide coaching, supervision, and assessment to ensure all operatives and skilled persons work to JSP 375 and other safety-critical standards.

 

You will also work closely with the Helpdesk to provide timely technical advice, assist in complaint resolution, and ensure day-to-day site operations run smoothly and efficiently. Monitoring compliance, supervising site delivery, and maintaining effective reporting practices will be part of your remit, ensuring statutory and contractual requirements are consistently achieved.

 

This role will be based out of St Athan with an expectation that travel is required to other sites on the M4 Corridor to check progress of projects. A pool car will be made available to you to facilitate this.

 

What You'll Bring

To be successful in this role, you will hold at least an HNC, or equivalent, (or adequate technical knowledge by time served experience within a similar role) in Building/Civil Engineering, Electrical/Mechanical Engineering, or a related discipline, alongside a management-level Health and Safety qualification such as SMSTS. Demonstrable experience in supervising operations, stakeholder engagement, performance management, and technical problem-solving is essential. You will bring with you an in-depth knowledge of construction and property maintenance practices, a strong grasp of CDM regulations, and familiarity with key legislation such as the Asbestos at Work Act, the Disability Discrimination Act (DDA), and sustainability requirements.

 

Experience of working within a Ministry of Defence environment, with an understanding of FDIS contract requirements and the geography of establishments within the area of responsibility, will be a distinct advantage. Strong decision-making ability, excellent communication skills, and the capacity to build effective working relationships with a wide range of stakeholders are critical to success in this role.

 

You must hold a full UK driving licence and pass SC Clearance as a condition of your employment.
