Serco is looking for an experienced Portfolio Manager to lead the EMS portfolio of internal and external changes, projects, driving continuous improvement, service excellence, and technology-enabled transformation. Working closely with the Ministry of Justice and a range of internal and external partners, you will deliver practical, sustainable solutions that improve performance, reduce manual effort, and realise measurable benefits.

 

What You’ll Do

 

  • Oversee the full lifecycle of EMS projects, ensuring alignment with strategic goals.
  • Lead cross-functional teams to deliver projects on time, within budget, and to agreed quality standards.
  • Embe a Continuous improvement methodology
  • Drive technology and automation enhancements to reduce manual interventions and error rates.
  • Build strong relationships with stakeholders and represent EMS in key governance forums.
  • Track KPIs and ensure delivery of measurable benefits and ROI.
  • Proactively manage risks, issues, and compliance in line with Serco Management System (SMS) standards.

 

What You’ll Bring

 

  • Proven experience delivering cross-functional projects and programmes.
  • Strong knowledge of project management methods (PRINCE2, MSP, Agile).
  • Experience in process improvement, operational change, and service optimisation.
  • Understanding of digital platforms, system interfaces, and automation.
  • Strong analytical skills with a data-driven approach to decision-making.
  • Excellent communication and stakeholder engagement skills.
  • Ability to work in a fast-paced environment with competing priorities.
  • Sound commercial awareness with an eye for value creation.
