We are hiring a Full-stack Developer for the EU Commission in Brussels, Belgium, and various locations around Europe.

Key Responsibilities

• Collecting business requirements and analysing advanced AI solutions, or identifying and assessing relevant existing data mining, machine learning and business intelligence solutions.
• Developing detailed application mock-ups using design tools, ensuring alignment with business objectives and user needs.
• Analysing large datasets to uncover actionable insights.
• Ensuring strict compliance with GDPR and emerging AI regulations at all stages of data processing.
• Facilitating effective communication and collaboration between business stakeholders, data scientists and IT developers.
• Conducting user acceptance testing to ensure business requirements are met.
• Specifying and designing presentation interfaces with optimal usability and user experience.
• Producing data models based on specific problem statements.
• Contributing to the design and implementation of the analytics architecture and its solution stack (including performance aspects, physical design and capacity considerations).
• Producing documentation associated with assigned tasks and liaising with other project teams as necessary to address cross-project interdependencies.
• Interacting with data stewards and other IT stakeholders to define data rules.
• Defining data controls and implementing actions to ensure data quality and integrity.
• Creating automated anomaly detection systems and continuously monitoring their performance.

• Performing data mining using state-of-the-art methods.
• Processing, cleansing and verifying the integrity of data used for analysis.
• Participating in the design of IT architecture for NLP, ML and AI solutions, and coordinating its implementation, taking into account master and metadata management concepts.
• Analysing data architecture for consistency, completeness, accuracy and reasonableness.
• Contributing to the analysis of the data management vision, strategy and policy, and deriving corresponding IT requirements.
• Analysing business requirements.

Skills

• Good knowledge of natural language processing systems lifecycle and Agile software development methodologies.
• Experience in data analytics involving large datasets, unstructured databases and data lakes.
• Good knowledge of information systems.
• Good knowledge of administrative business processes within large organisations.
• Good knowledge of analysis and modelling tools and techniques (e.g. use case diagrams, state diagrams, entity relationship models, interaction diagrams).
• Good knowledge of BPMN, UML or equivalent modelling standards.
• Good knowledge of wiki platforms and collaborative sites.
• Knowledge of software development methodologies (e.g. RUP, Agile).
• Excellent knowledge of data analytics techniques and tools.
• Experience in machine learning and natural language processing.
• Experience with programming languages such as R, Python and Perl.
• Good knowledge of SQL tooling and data technologies (e.g. NoSQL databases, MongoDB, Hadoop, SQL).
• Knowledge of architectural design and implementation of scalable modern data stores.
• Ability to work independently with a proactive and self-starting approach.
• Strong ability to prepare and write business analyses.
• Ability to present to both business and technical audiences.
• Strong ability to deliver high-level presentations.

• Bachelor’s degree in a relevant field is required.

Specific Expertise

• Excellent knowledge of machine learning techniques and algorithms, including large language models.
• Knowledge in one or more of the following areas: predictive analytics (forecasting, recommendation systems), prescriptive analytics (simulation), sentiment analysis, topic detection, social media crawling and processing, plagiarism detection, trend and anomaly detection in datasets.
• Knowledge of graph databases.
• Knowledge of application UI/UX design principles.
