We are hiring an Enterprise Architect for the EU Commission in Brussels, Belgium, and various locations around Europe. The position is open to both employees and freelance contractors.

Key Responsibilities

  • Develop and maintain business architecture models that reflect and support the organisation’s strategic objectives, ensuring alignment between business capabilities, processes and technology.
  • Ensure alignment between project and programme strategies and the broader organisational strategy, business drivers and management priorities.
  • Define and implement a clear business vision together with a multi-year roadmap supporting organisational transformation and strategic initiatives.
  • Support the rationalisation and optimisation of IT systems, ensuring coherence across the enterprise architecture landscape.
  • Contribute to the management and continuous improvement of corporate governance processes related to enterprise architecture and digital initiatives.
  • Support the development, implementation and operation of project, programme and portfolio management frameworks.
  • Coordinate the Enterprise Project Management Office (EPMO) function and provide effective leadership and guidance to analysts and architects under their coordination.
  • Coordinate and contribute to the preparation of strategic briefings and documentation related to digital transformation initiatives.
  • Coordinate responses to corporate requests related to Enterprise Architecture (EA) and EPMO activities.
  • Contribute to the delivery and implementation of the Digital Transformation Strategy for DG GROW.
  • Support the Digital Resource and Portfolio Management (DRPM) processes within the GROW.B3 unit.
  • Promote and ensure the application of the principles of the European Commission’s Digital Strategy within DG GROW.
  • Perform cost–benefit analyses to support strategic decision-making and investment planning.
  • Conduct As-Is and To-Be analyses, including gap analysis, to identify opportunities for organisational and technological improvements.
  • Prepare, facilitate and moderate meetings and workshops with stakeholders at different organisational levels.
  • Provide guidance on business architecture practices, system processes and enterprise architecture standards.
  • Conduct research and analysis to identify opportunities to improve organisational processes, efficiency and effectiveness.

Skills

  • Strong knowledge of enterprise architecture frameworks, modelling notations and architecture tools used to design and manage complex enterprise environments.
  • Strong understanding of project, programme and portfolio management methodologies and their application in large, multi-stakeholder organisations.
  • Knowledge of digital governance frameworks and practices supporting organisational decision-making and oversight.
  • Strong understanding of the information systems lifecycle, including planning, development, deployment, operation and continuous improvement.
  • Strong knowledge of software development processes, methodologies and best practices.
  • Understanding of service management and IT operations management principles.
  • Ability to interpret, apply and work within internal corporate procedures, governance frameworks and organisational standards.
  • Ability to combine diverse skills, perspectives and experiences to analyse and solve complex business, information and technology challenges.
  • Extensive experience applying enterprise and application architecture principles, best practices and strategic alignment techniques.
  • Extensive experience supporting or managing corporate governance processes within complex organisational environments.
  • Strong leadership skills with the ability to build consensus, facilitate collaboration and manage diverse stakeholder interests.
  • Excellent communication skills, both verbal (e.g. presentations, workshops and seminars) and written (e.g. reports, briefings and analytical documents).
  • Strong facilitation skills for leading group sessions, workshops and stakeholder meetings.
  • Advanced analytical and design capabilities applied to organisational processes, systems and architecture.
  • Ability to develop models, graphical representations and architectural abstractions to clearly communicate complex concepts.

Specific Expertise

The following expertise is mandatory for the successful performance of the role.

  • Minimum 13 years of professional experience in the field of Information Technology.
  • Minimum 13 years of experience applying project, programme and portfolio management methodologies such as PRINCE2, PMI, PM2, MSP, MoP or equivalent frameworks.
  • Minimum 10 years of experience working with software development methodologies such as RUP, Agile or similar approaches.
  • Minimum 8 years of hands-on experience using project management and collaboration tools such as MS Project, JIRA or equivalent platforms.
  • Minimum 8 years of professional experience in IT governance, including the application of governance frameworks and organisational oversight processes.
  • Proven experience contributing to and coordinating briefing materials related to digital transformation or digital policy initiatives.
  • Demonstrated experience managing or supporting corporate governance processes within complex organisational environments.
  • Experience with enterprise architecture modelling techniques and standards such as BPMN, UML or comparable modelling frameworks.
  • Experience performing cost–benefit analyses and conducting As-Is, To-Be and gap analyses to support organisational transformation and decision-making.
  • Experience coordinating teams and supporting collaborative delivery in multi-stakeholder environments.
  • Experience providing consulting or advisory services in business, IT or digital transformation contexts.
  • Experience managing relationships with stakeholders and business representatives at multiple organisational levels.
  • Experience conducting or contributing to analytical studies, assessments or strategic evaluations.
