We are currently seeking a Project Manager (Architecture Governance) to join our team supporting the European Commission in Brussels, Belgium, as well as in other locations across Europe. The position is open to both employees and freelance contractors.

Key Responsibilities
- Manage the implementation of information systems to meet identified business needs, acquiring and using the necessary resources and skills within agreed parameters of cost, timescales, and quality
- Provide proposals for project strategies at the architecture and technical level, including planning, definition of tasks and deliverables, review of technical project deliverables, quality control, risk analysis and management, status reporting, problem management systems, follow-up, and organisation
- Integrate project and programme strategies and ensure alignment with business strategies, drivers, and management priorities
- Coordinate the architecture community for technical analysis and architecture process implementation in line with Architecture Board decisions and organisational strategies
- Facilitate architecture meetings (such as Architecture Board meetings, architecture team/project meetings, and architecture community sessions) with a focus on consensus building, decision clarity, stakeholder management, and influence
- Provide coaching and mentoring while promoting the value of architecture rather than control. Identify opportunities to reduce IT costs and support business leadership in optimising and rationalising the IT portfolio
- Guide teams responsible for project activities and review their deliverables
- Collaborate with Enterprise Architects to create business, technical, solution, and data architecture models aligned with the organisation’s strategies and goals
- Provide solution architecture guidance

Knowledge and Skills:
- Project management skills
- Strong governance skills, with proven leadership and coordination abilities
- Excellent communication skills, both verbal (e.g. presentations, seminars) and written (e.g. reports, articles)
- Ability to combine diverse skills and experience to address and solve business, information, and technology-related challenges
- Strong presentation and promotion skills, with the ability to communicate and advocate architectural approaches effectively
- Ability to adapt to unplanned changes or decisions
- Planning, coordination, reporting, and follow-up skills
- Knowledge of Cloud Architecture (e.g. AWS, Microsoft Azure)
- Knowledge of modelling techniques, graphical representations, and abstractions
- Risk assessment skills
- Due to the international nature of the European Commission, candidates should also demonstrate the following non-technical skills:
- Ability to integrate into an international and multicultural environment, with rapid self-starting capability and experience working in teams while understanding the needs, objectives, and constraints of other disciplines and functions
- Ability to participate in multilingual meetings
- Ability to work in multicultural environments across multiple large-scale projects
- Excellent team player
- Ability to understand, speak, and write English at B2 level; French at B2 level would be considered an advantage
- High degree of discretion and integrity, as the applications managed and maintained in SANTE.R.4 contain personal and confidential data
Qualifications:
- Bachelor’s Degree or higher
At least one of the following Certificates and Standards are required for the performance of tasks:
- Project Management Professional (PMP)
- PRINCE2 Foundation / PRINCE2 Practitioner
- Certified in PM2
Specific Expertise
- At least 5 years of specific expertise in the project management of IT projects
- At least 5 years of specific expertise with project management methodologies (e.g. PRINCE2, PMI, PM2)
- At least 7 years of specific expertise in project management standards and methodologies, including project scheduling, strategic planning, financial modelling, budgeting, forecasting, and performance tracking
- At least 5 years of specific expertise in Agile methodologies, Scrum management, and Lean Agile practices
- At least 3 years of specific expertise in enterprise architecture frameworks such as TOGAF, COBIT, and Zachman, including hands-on experience developing and building models based on these frameworks. This should include experience in business-to-IT alignment from an architecture perspective (business, data, application, technology, and security)
- At least 3 years of specific expertise in enterprise architecture and business process modelling, including tools such as ArchiMate, UML, and BPMN
- At least 3 years of specific expertise in enterprise architecture tools such as ARIS and Enterprise Architect
- At least 3 years of experience with Confluence and Jira
