We are currently seeking a Project Manager to join our team supporting the European Commission in Brussels, Belgium, as well as in other locations across Europe. The position is open to both employees and freelance contractors.

Key Responsibilities

  • Conduct cost-benefit analysis
  • Conduct As-Is and To-Be situation analysis and gap analysis
  • Prepare and moderate meetings with different levels of stakeholders
  • Conduct research to identify ways to improve processes within the organisation
  • Manage the implementation of information systems to meet identified business needs, acquiring and using the necessary resources and skills within agreed parameters of cost, timescales, and quality
  • Provide proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, and risk management
  • Participate in functional working groups and progress meetings
  • Coordinate the EPMO function and provide effective leadership to analysts or architects under his/her coordination
  • Coordinate and contribute to briefing production in the digital transformation area
  • Coordinate contributions to corporate requests in the EA and EPMO areas
  • Contribute to the delivery of the Digital Transformation strategy for DG GROW
  • Contribute to the DRPM (Digital-Ready Policy Making) processes of GROW.B3
  • Contribute to the application of the principles of the new EC Digital Strategy within DG GROW
  • Support the rationalisation of IT systems
  • Support the management of corporate governance processes
  • Estimate costs, timescales, and resource requirements for the successful completion of each project according to agreed terms of reference
  • Prepare and maintain project and quality plans, track activities against the plan, and provide regular and accurate reports

Skills

Knowledge and Skills:

  • Good knowledge of project management standards and methodologies (project scheduling, strategic planning, financial modelling, budgeting, forecasting, and performance tracking)
  • Meeting facilitation skills
  • Good technical knowledge of project-related aspects
  • Practical knowledge of reporting methods
  • Good knowledge of project management tools, e.g. MS Project and Microsoft Excel
  • Ability to deliver business and technical presentations
  • Ability to apply high-quality standards
  • Ability to adapt to unplanned changes or decisions

Specific Expertise:

  • The following specific expertise is mandatory for the performance of the tasks:
  • At least 5 years of specific expertise in the project management of IT projects
  • At least 5 years of specific expertise with project management methodologies (e.g. PRINCE2, PMI, PM2)

Qualifications:

  • Bachelor’s degree or higher

The following certifications and standards are considered an asset for the performance of the tasks:

  • Project Management Professional (PMP)
  • PRINCE2 Foundation / PRINCE2 Practitioner
  • Certified in PM2
