Your Opportunity
The purpose of this position is to lead and drive growth within the UAE Business with a focus on government services. This role is critical in understanding our market, building partnerships, delivering tailored solutions and aligning our offerings with the strategic priorities of the UAE.
This role will be responsible for developing Government Services as a key sector within the UAE through developing the pipeline, shaping new opportunities to deliver profitable growth and promote Serco’s business as a recognised quality and reliable service provider with prospective clients and stakeholder.
This role is part of the Growth – Business Development and Solution Design team and will be based in our corporate office in Dubai.
Key Accountabilities
- Conduct market analysis to understand addressable market, opportunities and clients to target within government services.
- Generating new business and organic growth opportunities within government services within UAE.
- Develop and maintain relationships and partnerships within the UAE Ministries that can support our growth ambitions.
- Working with Business Units to lead shaping and designing new market facing value propositions.
- To support with the development of new products and service offerings, as well as strengthening our existing USPs.
- Support and guide appropriate solutions in the context of bidding, providing relevant support to wider SMEs and Bid team.
- This role will create, lead and implement a structured client engagement programme, which acts as a framework for the sales team to operate within.
- Accountable for achieving new business revenue and profit targets by identifying, developing, and closing opportunities across the UAE.
- Lead research on emerging trends, customer needs, and competitive landscape to shape innovative strategies, partnerships, and commercial models.
- Build and maintain strong senior-level relationships with government bodies, private sector, international organisations, and industry partners to enhance Serco’s reputation.
- Work with internal teams and external partners to design, validate, and deliver market propositions, showcasing Serco’s strengths and ensuring strong ROI.
- Act as a trusted advisor to clients, pitch Serco’s value proposition, represent the company at industry events, and deliver tailored proposals.
- Fill the business pipeline with qualified opportunities, develop account plans, manage governance documentation, and maintain accurate pipeline data.
- Collaborate with the bid team to craft competitive, compliant, and persuasive bids, ensuring timely submissions and internal approvals.
- Ensure adherence to UAE laws, procurement processes, corporate governance, and reporting requirements, while contributing to best practice development.
Specific Requirements
- Minimum of 10 years of experience in business development, bidding, commercial experience or solutions management in the UAE and in government services sectors.
- The ideal candidate will be a graduate calibre preferably holing a relevant Bachelors degree from a reputable institution
- Proven experience in the Middle East market, particularly in UAE
- Strong understanding of the Government Services sector with a network within ministries and government entities in the UAE
- Exceptional interpersonal and negotiation skills.
- Strong analytical and problem-solving abilities.
- Proficiency in English and Arabic.
- Demonstrated ability to lead cross-functional teams and manage complex projects
