Your Opportunity  

The purpose of this position is to lead and drive growth within the UAE Business across a range of sectors including but not limited to, emergency services, defence, mobility, advisory, aviation and citizen services sector. This role is critical in understanding our market, building partnerships, delivering tailored solutions and aligning our offerings with the strategic priorities of the UAE.This role will be responsible for developing the pipeline, shaping new opportunities to deliver profitable growth and promote Serco’s business as a recognised quality and reliable service provider with prospective clients and stakeholder.

 

This role is part of the Growth – Business Development and Solution Design team and will be based in our corporate office in Dubai.  

Key Accountabilities

  • Conduct market analysis to understand addressable market, opportunities and clients to target
  • Generating new business and organic growth opportunities within UAE.
  • Develop and maintain relationships and partnerships within the UAE market that can support our growth ambitions.
  • Working with Business Units to lead shaping and designing new market facing value propositions.
  • To support with the development of new products and service offerings, as well as strengthening our existing USPs.
  • Support and guide appropriate solutions in the context of bidding, providing relevant support to wider SMEs and Bid team.
  • This role will create, lead and implement a structured client engagement programme, which acts as a framework for the sales team to operate within
  • Drive business growth by identifying, developing, and closing profitable opportunities in the UAE, ensuring revenue and profit targets are achieved.
  • Build and maintain strong relationships with government, private sector stakeholders, partners, and international organizations.
  • Lead market analysis, track trends, and develop innovative strategies (partnerships, JVs, new models) to position Serco competitively.
  • Represent Serco at senior levels, industry events, and client engagements, delivering proposals and value propositions to win trust.
  • Ensure compliance with governance, local laws, and reporting requirements while maintaining accurate pipeline data.
  • Collaborate with internal teams and partners to design, package, and deliver compelling market propositions with clear ROI.
  • Support and lead bid processes to ensure high-quality, competitive submissions aligned with customer needs and Serco standards.

 

Specific Requirements

  • Minimum of 10 years of experience in business development or solutions management in region, preferably within the UAE.
  • Proven experience in the Middle East market, particularly in UAE
  • Strong understanding of the sectors you are required to conduct Business Development
  • The ideal candidate will be of graduate calibre preferably holding a relevant Bachelor's degree from a reputable institution
  • The should have extensive bidding, business development and commercial experience haveing working on large complex business opportunities.
  • Exceptional interpersonal and negotiation skills.
  • Strong analytical and problem-solving abilities.
  • Proficiency in English and Arabic (preferred).
  • Knowledge of UAE market with a network within the UAE that will support growth ambitions
  • Demonstrated ability to lead cross-functional teams and manage complex projects
