Shape the people strategy for one of Serco’s most critical public service contracts.

Serco has recently been awarded the Electronic Monitoring Services (EMS) contract by the Ministry of Justice - a programme at the forefront of public protection and rehabilitation in the UK. This nationally significant contract involves the delivery of monitoring and technology-enabled services that help keep communities safe and support individuals to make positive life choices.

We’re now looking for a resilient, commercially minded Senior People Partner to work with the senior leadership team - helping to embed a culture of performance, inclusion, and accountability as the contract continues to grow and evolve.


Who you’ll work with

This role reports directly to the People Director for the Citizen Services business unit, and has a close working relationship with the EMS leadership team as well as HR colleagues across the wider Serco organisation - including People Services, Centres of Expertise, and People Specialists.


You’ll be a key link between strategic people priorities and operational delivery, ensuring the EMS contract remains compliant, capable, and commercially strong.

 

What you’ll do

  • Partner closely with senior leaders to understand their priorities and translate them into actionable people strategies.
  • Use data-driven insight to improve organisational efficiency and help leaders understand their people performance and opportunities for improvement.
  • Lead complex change and transformation initiatives, ensuring people impacts are understood, planned, and delivered with integrity.
  • Collaborate with Centres of Expertise and People Services to deliver seamless HR solutions that enable business outcomes.
  • Support organisation design and workforce planning to ensure we have the right structures and skills in place for the future.
  • Champion Serco’s values, promoting an open, inclusive, and high-performing culture across your business area.

 

What you’ll bring

  • Proven experience as a Senior HR Business Partner / People Partner, ideally within a complex, multi-site or matrix organisation.
  • Strong grounding in organisation design, talent development, culture, and change leadership.
  • Excellent stakeholder management and influencing skills - confident engaging at Director level and challenging constructively.
  • Exceptional resilience - calm under pressure, adaptable in the face of change, and able to navigate ambiguity with focus and optimism.
  • Experience within the criminal justice, government services, or Justice & Immigration sector would be highly advantageous.
  • CIPD qualification (or equivalent experience) preferred.
