What is HAAS?
Serco delivers unbiased, comprehensive health assessments on behalf of the Department for Work and Pensions (DWP) through the Health Assessment Advisory Service (HAAS), helping determine benefit eligibility for people who may need support. We provide Work Capability Assessments (WCA), Specialist Benefits and Personal Independence Payment (PIP) assessments in the South-West region, with care, consistency and professionalism.
Key purpose
To deliver expert talent acquisition solutions across sector-specific functions, with a focus on identifying and attracting candidates for specialist roles with niche skill sets. This role requires a strategic and creative approach to sourcing, engaging, and hiring talent for hard-to-fill positions, ensuring alignment with business needs and long-term workforce planning.
Structure and reporting
This role sits within the Specialist & Technical Talent Acquisition team led by the TA Manager.
The TA Consultant will report to the Business Partner for Specialist and Technical Recruitment.
Key accountabilities
Talent Acquisition - Operations
- Acts as subject matter expert for specified sector.
- Own and manage end to end recruitment for a portfolio of niche, specialist & hard to fill roles.
- Partner with hiring managers to understand complex role requirements and develop bespoke sourcing strategies.
- Lead recruitment campaigns for specialist and niche roles across designated sectors (Specialism dependent: Facilities Management, Defence & Engineering, Professional Services & Psych Services)
Innovative Sourcing Solutions
- Design and implement creative sourcing strategies including market mapping, talent pooling, and passive candidate engagement through multiple channels. to include Intelligent Sourcing functionality within Phenom
- Proactively utilises full CRM & AI sourcing capabilities of Phenom to create and nurture talent pools for niche and hard to fill roles.
- Leverage non-traditional channels such as industry forums, specialist communities, and targeted events to uncover hidden talent.
- Utilise advanced sourcing techniques including LinkedIn Recruiter, Boolean search etc
Sector Expertise
- Maintain deep knowledge of sector-specific trends, talent availability, and competitor activity.
- Provide market intelligence and benchmarking data to inform hiring decisions and workforce planning.
Stakeholder Engagement
- Act as a trusted advisor to hiring managers, providing insights and recommendations on sourcing challenges.
- Collaborate with internal Recruitment marketing team to ensure innovative and appropriate channels are utilised.
- Highly visible business facing role, regular visits required to key operational locations
Employer Branding & Outreach
- Work collaboratively with the internal Recruitment Marketing Team to create and implement innovative external marketing strategies across multiple channels.
- Promote the organisation’s EVP within specialist talent communities.
- Represent the company at sector-specific events, conferences, and networking opportunities.
Data & Compliance
- Ensure all recruitment activities are compliant with internal policies and external regulations (e.g., GDPR, sector-specific standards).
Essential technical and professional skills
- Proven experience in recruiting for specialist or hard-to-fill roles within a specific sector
(Specialism dependent: Facilities Management, Defence & Engineering, Professional Services & Psych Services)
- Demonstrated success in designing and executing innovative sourcing strategies.
- Strong stakeholder management and influencing skills.
- Proficiency in sourcing & market intelligence tools.
- Familiar and comfortable with working to SLAs and KPIs.
- Knowledge/experience of healthcare recruitment market or DWP PIP and/or WCA experience.
