A shared commitment to common goals and operational effectiveness is essential, as is a high degree of discretion when handling personal or confidential data. The selected service providers will be required to sign the Ethics reminder and to conduct themselves accordingly during the provision of services under awarded specific contract.

The service provider is expected to take on business-analysis, media-intelligence, disinformation and information-integrity analytical activities, including requirements such as gathering requirements for analysis, analytical design, data analysis, evaluation, reporting and stakeholder coordination, as required by the appropriate project and managers in JRC.
The tasks that the service provider will be expected to perform include any or all of the following:

  • Assess the information environment, policy context, stakeholder needs and expected outcomes in order to define clear analytical objectives and ensure alignment with institutional priorities.
  • Review and validate business and analytical requirements for media monitoring, disinformation analysis, information integrity and policy-evaluation activities, translating them into structured analytical workflows and deliverables.
  • Design and apply evidence-based analytical frameworks for identifying, monitoring and assessing disinformation, foreign information manipulation and interference (FIMI), propaganda, narratives and other information-manipulation phenomena
  • Collect, structure, validate and analyse media and social-media data using quantitative, qualitative and mixed-method approaches to identify trends, narratives, actors, tactics, techniques and patterns of information manipulation.
  • Use social-listening and media-intelligence platforms to define queries and monitoring logic, extract relevant evidence and support recurring or event-driven analysis.
  • Develop and apply taxonomies, annotation schemes, indicators and analytical categories for classification and assessment of media content, including validation and quality-control procedures.
  • Contribute to the design, testing and evaluation of LLM-assisted and multimodal analytical tools for content annotation, disinformation detection, text analysis and combined text-image assessment.

Additional responsibilities

  • Conduct OSINT and digital investigations using open sources and platform data, including social-media analysis, advertisement analysis, entity research, geolocation, satellite imagery interpretation and detection of manipulated media, where relevant.
  • Develop and apply evaluation frameworks using qualitative and quantitative indicators to assess effectiveness, sustainability, implementation quality and policy relevance of programmes, initiatives or information-integrity interventions.
  • Translate analytical findings into clear, evidence-based outputs, including technical reports, policy briefs, media-intelligence products, scientific contributions, dashboards, presentations and decision-support material.
  • Produce visual representations of findings and trends using appropriate data-visualisation tools and communicate complex evidence effectively to technical, policy and senior-management audiences.
  • Organise and facilitate stakeholder consultations, expert workshops and knowledge-exchange activities involving EU institutions, academia, online platforms, fact-checkers, civil-society organisations and other relevant actors.
  • Support cross-functional collaboration among analysts, researchers, policy officers, technical teams and external partners, ensuring common understanding of analytical objectives, methodologies and outputs.
  • Identify methodological, data-quality, access and interpretation risks; document limitations and mitigation measures; and apply high standards of analytical quality, reproducibility and evidence traceability

Specific Expertise:
