We are currently seeking a MPS Developer to join our team supporting the EuroControl in Maastricht, The Netherlands, as well as in other locations across Europe. 

Background

MPS (Manpower Planning System) is a core subsystem within Eurocontrols Maastricht UAC, designed to efficiently roster and plan both operational and non-operational personnel working on shifts. MPS enables planners to manage the complete roster planning process, while also providing a user-friendly interface for staff to request leave, express preferences, and swap shifts. The system ensures secure authentication and role-based access for all users. MPS integrates with various other subsystems to exchange roster-related data, supporting seamless coordination across teams. Its business function is to optimize workforce scheduling, enhance operational readiness, and streamline personnel management. MPS is essential for maintaining 24/7 availability and reliability in air traffic operations. The platform is central to supporting both planners and rostered staff, ensuring efficient and transparent manpower planning.
The ENG/DCS team needs additional manpower to execute lifecycle maintenance for the MPS (i.e. incident investigation and bug fixing, support development of MPS software modules and documentation changes) and continued modernization of remaining legacy manpower planning tools (e.g. PDMS, SISO, AOD Booking Tool, Elektra, etc.)

Education Requirement

Mandatory:
Bachelor’s degree or an equivalent to a Bachelor University Diploma, in the ICT domain or relevant engineering. In the absence of a diploma, the proposed expert shall possess minimum six (6) years of professional experience in the ICT domain.

Language requirement

Mandatory
Ability to Listening-Reading-Writing-Speaking in English at level C1/B2/B2/C1 (the English skill levels may be further evaluated during an interview). The tenderer shall provide a certificate if available or English Level confirmation in the CV or any supporting documentation. If no certificate is provided, English level may be assessed and reviewed during interview phase, if applicable.

Experience/Skills required

Mandatory Requirements:

  • Full Stack Development Experience
  • Minimum 5 years as a Full Stack Developer.

Strong knowledge of:

  • Client side: JavaScript, CSS, HTML5, and a web application framework.
  • Server side: Java and a server-side framework.
  • Evidence required: Written description and at least one project reference.

Modern Development Technologies
Minimum 3 years of experience with:

  • Angular
  • TypeScript
  • IntelliJ
  • Spring Boot
  • Evidence required: Written description and at least one project reference.

Air Traffic Control (ATC) Domain Experience
Minimum 3 years of experience developing software for:

  • Rostering and planning functions
  • ATC personnel
  • 24/7 operational environments 
  • Evidence required: Written description and at least one project reference.

Database Development
Minimum 3 years of experience with:

  • SQL
  • Database access from Java
  • ORM tools (e.g., Hibernate)
  • Evidence required: Written description and at least one project reference.

User Interface Design
Minimum 3 years of experience designing:

  • User-friendly
  • Visually attractive web interfaces
  • Evidence required: Written description and at least one project reference.

Automated Testing
Minimum 3 years of experience with automated testing of:

  • Java backend applications (e.g., JUnit, Mockito, AssertJ)
  • Angular/TypeScript frontend applications (e.g., Jest, Vitest, Playwright)
  • Testing should cover unit, integration, API, and end-to-end testing.
  • Evidence required: Written description and at least one project reference.

Software Documentation
Minimum 3 years of experience developing and maintaining software documentation.

  • Documentation must comply with recognised industry/quality standards (e.g., SWAL or equivalent).
  • Evidence required: Written description and at least one project reference.

Agile Methodologies

  • Minimum 3 years of experience with Agile development practices (e.g., Scrum).
  • Evidence required: Detailed description and at least one project reference.

Desirable Requirements:
Mobile Application Development

  • Experience with mobile application development.
  • Knowledge of modern mobile development frameworks such as:
  • Ionic
  • React Native
  • Equivalent frameworks

  • Experience using software development and collaboration tools, including:
