Recruitment Team Manager (In House Contingent Labour)

Home based – with travel to UK sites
Full Time, Permanent

Band 5/ Salary - £32k-£36k dependent on experience

 

Are you ready to lead and inspire a high-performing recruitment team in a dynamic, fast-paced environment? At Serco Workforce Solutions (SWS), we are seeking a Recruitment Team Manager to drive excellence in our in house contingent labour recruitment function across multiple sectors of Serco’s UK business.

This is a pivotal role focused on performance leadership, talent attraction innovation, and operational excellence in onboarding and vetting. You will be directly managing Recruitment Coordinators and supporting the People Operations Lead in delivering a consistent pipeline of high-quality candidates to meet workforce needs.


As part of this you’ll:

Driving Performance

  • Lead and coach Recruitment Coordinators to meet and exceed hiring targets
  • Set, monitor, and review performance KPIs
  • Conduct monthly MyCatchUp sessions to support development and alignment
  • Maintain daily performance dashboards
  • Foster a culture of knowledge-sharing and continuous improvement
  • Monitor response times to stakeholders and candidates

Strategic Recruitment Delivery

  • Oversee end-to-end recruitment: from role intake to onboarding
  • Use MI and analytics to drive decisions and optimise time-to-hire
  • Design innovative attraction strategies aligned with Serco’s brand
  • Manage job advert strategy (SEO, refresh cycles, copywriting)
  • Represent Serco at external recruitment events
  • Collaborate on SWS microsite content with the marketing team

Candidate Experience & Inclusion

  • Champion a professional, inclusive, and engaging candidate journey
  • Embed D&I into hiring processes
  • Ensure GDPR and employment legislation compliance

Onboarding & Vetting Oversight

  • Manage onboarding for agency transitions and new hires
  • Ensure full vetting compliance including:
    • Right to Work checks
    • Disclosure Barring Service /Counter Terrorism Check /
    • Working Time Regulation / Non Disclosure Agreement documentation
  • Oversee training schedule coordination for new starters

Payroll Management

  • Lead weekly payroll processing for Serco’s contingent workforce
  • Ensure >98% accuracy and timely submission

 

What you’ll need to do the role:

Recruitment Expertise
Proven track record of successfully managing end-to-end recruitment in high-volume or complex environments, delivering quality hires at pace.

Leadership & Team Development
Strong experience in coaching and leading recruitment teams, with clear examples of driving performance and supporting professional growth.

Stakeholder Engagement
Skilled at building effective relationships with hiring managers, HR teams, suppliers, and cross-functional business partners.

Compliance & Governance
Solid understanding of UK employment legislation, GDPR, and vetting processes to ensure full compliance throughout recruitment operations.

Data-Driven Decision Making
Confident using recruitment metrics and insights (MI) to inform strategy, improve outcomes, and report effectively on key performance indicators.

Organisational Excellence
Exceptional planning and prioritisation skills, able to juggle multiple fast-moving campaigns while maintaining attention to detail.

Effective Communication
Outstanding written and verbal communication skills, with the ability to convey information clearly and influence stakeholders at all levels.

Tech Savvy
Proficient in using Applicant Tracking Systems (ATS), digital recruitment tools, and reporting platforms to streamline and enhance recruitment activity.
