Compliance Manager
Harplands Hospital, Stoke-on-Trent
Full-Time, Permanent, 37.5 hours per week, Mon-Fri

We are seeking a proactive and detail-oriented Compliance Manager to join the team at Harplands Hospital and oversee all compliance-related activities on a long-term PFI hospital contract approaching its handback phase in five years. This pivotal role ensures that contractual, statutory, and regulatory obligations are met, while preparing the estate and services for a smooth and successful transition back to the NHS Trust.

Key Responsibilities
PFI Contract Compliance
- Monitor and ensure full compliance with the PFI contract terms, including performance standardsand service delivery.
- Maintain and update the compliance register and ensure all documentation is audit-ready.
- Liaise with SPV (Special Purpose Vehicle), FM providers, and Trust representatives to ensure alignment on compliance matters.
Handback Preparation
- Lead the development and implementation of the handback strategy in collaboration with internal and external stakeholders.
- Conduct gap analyses and surveys to assess readiness.
Regulatory & Statutory Compliance
- Ensure compliance with all relevant legislation, including health & safety, fire safety, environmental, and building regulations.
- Oversee audits, inspections, and remedial actions.
- Maintain up-to-date knowledge of regulatory changes and assess their impact on the contract.
Risk Management & Reporting
- Identify compliance risks and develop mitigation strategies.
- Prepare regular compliance reports for senior management and stakeholders.
- Support incident investigations and ensure lessons learned are embedded.
Stakeholder Engagement
- Act as the key point of contact for compliance-related queries from the Trust, SPV, FM provider, and internal teams.
- Facilitate training and awareness sessions for staff on compliance and handback readiness.
Qualifications & Experience
- Proven experience in compliance management within a PFI or healthcare environment.
- Strong understanding of PFI contract structures and handback obligations.
- Knowledge of statutory and regulatory frameworks relevant to healthcare.
- Excellent communication, negotiation, and stakeholder management skills.
- Relevant qualifications in compliance, health & safety, or facilities management (e.g., NEBOSH, IWFM, ISO standards).
Desirable
- Experience working on PFI contract handbacks or transitions.
- Familiarity with CAFM systems and compliance tracking tools.
- Project management experience (e.g., PRINCE2 or APM certification).
The successful candidate will have to undergo an Enhanced DBS check and contract will be dependent on this.
